  The Rapides Foundation Staff   
Joseph R. Rosier, Jr., CPA, CFA
Mr. Rosier is the President and Chief Executive Officer of The Rapides Foundation. Prior to his affiliation with The Rapides Foundation, he was Executive Director and Treasurer of the Louisiana Baptist Foundation. He served on the Executive Board of the Louisiana Baptist Convention. Mr. Rosier is a Certified Public Accountant, Certified Financial Planner, and Chartered Financial Analyst. Mr. Rosier serves as a consultant for the Southern Rural Access Program of the Robert Wood Johnson Foundation. He is a member of the Alexandria Rotary Club, the Central Louisiana Chamber of Commerce and First Baptist Church Pineville. He currently serves as the Chairman of the Region VI Healthcare Consortium established by Gov. Kathleen Blanco. He received a Bachelor of Science degree from Louisiana State University, and holds professional affiliations with state and national CPA organizations. He has an extensive background in accounting, financial, estate, gift and strategic planning, portfolio management and administration.

Annette Clark Beuchler, MBA, FACHE
Mrs. Beuchler is the Director of Programs and Communications at The Rapides Foundation and is responsible for all Foundation related program and communications activities. Mrs. Beuchler holds a graduate degree in Business Administration with an emphasis in Health Care Administration from the University of Louisiana at Lafayette. Prior to joining the Foundation Mrs. Beuchler was the Program Coordinator for The Lafayette Community Health Consortium, where she was responsible for planning development and implementation of events and meetings sponsored and attended by the Consortium. She also worked as a graduate assistant on the Foundation’s Healthcare Barriers project.

Nancy Borden, MMC
Ms. Borden is the Special Projects Associate at the Foundation. She is responsible for participating in all aspects of development of Foundation publications, program development and implementation. She holds a Master’s of Mass Communication with a concentration in Public Relations and Advertising from Louisiana State University. Ms. Borden also holds undergraduate degrees in journalism and history from Louisiana College. Prior to joining the Foundation, she served as Director of Media Relations at Louisiana State University at Alexandria. In 2004, she served as Communications Intern for the Foundation during her senior year in college.

Ingrid D. Fields
Mrs. Fields serves the Foundation as its Accounting Manager, and is responsible for the preparation of the Foundation's accounting records and financial statements. She holds a B.S. degree in Finance Economics from Southern University and A&M College. Prior to joining the Foundation's staff, Mrs. Fields served as a Senior Accountant with CHRISTUS Medical Group, and as a Financial Analyst with North American Medical Management, Co., both in Houston, Texas.

Christy Frederic
Ms. Frederic is a Program Officer for the Foundation, serving as one of the Foundation’s programmatic representatives to the community. She earned a B.A. in Communications from Loyola University in New Orleans. Prior to joining The Foundation, she served in corporate and business leadership positions for over 20 years; then served as a consultant and project manager to businesses, municipalities and nonprofit agencies in the Gulf South. She has extensive experience in communications, public affairs, management and leadership development.

Kathy Gunn
Mrs. Gunn is the Foundation’s Communications Officer. She is responsible for all Foundation communications activities. Mrs. Gunn earned a B.A. in News-Editorial Journalism from Louisiana State University. She has 20 years experience in media. Prior to joining the Foundation, Mrs. Gunn was Director of Media Relations at Louisiana State University at Alexandria. She also has worked as an editor and reporter for The Town Talk in Alexandria and as a reporter for newspapers in Shreveport and Denham Springs.

Patricia M. LaCour
Mrs. LaCour serves the Foundation as Grant Administrator and is responsible for support, coordination and management of the grantmaking programs and initiatives and services to grantees and applicants. She has had over 20 years of financial services and lending experience, most recently with Hibernia National Bank, prior to joining The Rapides Foundation in 1995. She has a B.S. degree in Business Administration from Louisiana State University, and a degree from LSU’s Graduate Banking School of the South.

 

Tammy Moreau
Mrs. Moreau is a Program Officer for the Foundation. She serves as one of the Foundation’s programmatic representatives to the community. Mrs. Moreau earned a B.A. in Journalism from Louisiana Tech University. She has over 20 years combined experience in the areas of corporate communications and public relations, project management and grant management. Prior to joining the Foundation, Mrs. Moreau was the Director of Continuing Education at Louisiana State University at Alexandria. She is a member of the Alexandria Rotary Club and a graduate of the Leadership Louisiana program.

Akeshia Singleton, MBA
Ms. Singleton is a Program Officer for the Foundation. She is responsible for programmatic oversight of Community Development Works and serves as the Foundation’s programmatic representative to the community. She holds a Master of Business Administration in International Business Management and Marketing from the University of Miami in Coral Gables, FL. She also holds an undergraduate degree in business administration with a concentration in International Finance and Marketing from the University of Miami. Prior to joining the Foundation, Akeshia served as Client Services Manager for Greater New Orleans Nonprofit Knowledge Works (formerly the Center for Nonprofit Resources and the Greater New Orleans Community Data Center.) She has over ten years experience in client services and program management in both the nonprofit and for profit sectors. She has been a member of the National Alliance for Nonprofit Management, the World Affairs Council of New Orleans, and a participant in the African-American Leadership Initiative in New Orleans.
